When an employer wishes to enroll an employee group in the HCSP, there are four steps that should be followed to ensure the group is appropriately enrolled.

Draft HCSP Contract Language


Eligible employer/bargaining units should submit a preliminary draft of proposed HCSP contract language to your MSRS field representative (pdf) prior to finalizing any contract language.

Your MSRS Field Representative can assist in drafting contract language. Your Field Representative will also submit to the draft to MSRS to ensure the language is acceptable under the rules of the Plan.

Complete MSRS Required Forms


When contract language is finalized,  employer must complete the following forms:

Submit Documentation to MSRS


Submit the following forms/documentation to your MSRS Representative for final approval:

  • Completed the HCSP Contract Approval form (pdf)

  • Copy of section(s) of personnel policy, bargaining agreement, MOU or MOA that pertains to the HCSP (it isn't necessary to provide the entire contract). Please highlight the section(s) of the employee contract that pertains to the HCSP.

  • Cover page of the agreement/policy that indicates group name and contract dates.
     
  • Signature page of the agreement/policy.

Be sure to keep a copy of your forms and HCSP contract language for your records.

Obtain MSRS Approval


MSRS must review and approve all contract language before an employer can remit contributions for the group to ensure contract language qualifies under the rules of the Plan.

The payroll contacts indicated on the Employer Contact Information form will be notified by email whether the contract has been approved or declined. 

DO NOT REMIT CONTRIBUTIONS UNTIL YOU HAVE RECEIVED WRITTEN NOTIFICATION FROM MSRS OF CONTRACT APPROVAL.


New employers adopting the HCSP

Payroll and HR Representatives indicated on the Plan Service Center Authorization will be given access to the electronic payroll submission tool, Plan Service Center (PSC)

  • If employer currently remits contributions for the MNDCP, access will be expanded to enable employer to remit HCSP contributions.

  • If a new participating employer, the employer contacts will receive two emails -- one with a username and the other, a password.
